Going with a more general compliment such as, You look beautiful today is also appropriate.

When someone you know shows up looking inexplicably different, it can be tempting to ask whether they've had plastic surgery. While it's typically viewed as bad manners to ask them outright about their decision to undergo plastic surgery, it's fine to make a vague compliment such as You look great lately! or You look so refreshed. This type of comment will boost the person's self-esteem and may even open the door for a conversation about their recent cosmetic procedure.

Keep in mind that if you don't feel comfortable making a comment, don't feel obligated to! Though not addressing a person's new appearance may indicate to the individual that you did not notice the change - which may be somewhat disappointing to someone who has gone out of their way to enhance their look - it will also help you to avoid inadvertently insulting the individual by being unsure of what to say.
